Seaport-e
AST2 is a small business, certified by the US Small Business Administration as a qualified HUB (Historically Underutilized Business) Zone Small Business Concern, providing technology solutions including systems engineering and technical support services to government agencies and commercial customers.  AST2 received a contract from the Naval Surface Warfare Center (NSWC) in June 2011 (Contract Number: N000178-11-D-6444).  The IDIQ contract covers Zone 5, Midwest.

Team Members
M-7 Technologies (M-7, www.m7tek.com) is our strategic partner and we are jointly developing a number of technologies and programs.  M-7 is also a small business located in Youngstown, OH.  M-7 has extensive experience in engineering, fabrication and assembly, metrology and manufacturing technologies.  These complementary capabilities facilitate AST2 to offer technology solutions that integrate precision machining, systems fabrication, assembly, testing and delivery of one-of-a-kind prototype systems and complex engineered products.

Services Experience

Experience and Expertise
We leverage our strong technical competencies to support Federal Government clients both as a prime contractor and as a subcontractor.  We have recently been selected by the Defense Advanced Research Projects Agency (DARPA) for their Advanced Vehicle Make program, and, as a M-7 Team Member, selected by the Army Research Laboratory (ARL) to develop an integrated manufacturing sensor technology (called RISE) for productivity enhancement and quality control/assurance during precision manufacturing.  Our key personnel have over 100 years of cumulative experience in supporting the Department of Defense (DoD), other Federal agencies and commercial clients in Seaport-e Functional Areas.  Our technical competencies are summarized below.

  • Research and development including technology development, transfer, scale-up, demonstration and implementation

  • Engineering, systems engineering and process engineering for a variety of systems ranging from warfighter support, infrastructure, weapon systems and equipment, energy and environmental support to overall systems assessment and requirements definition

  • Prototyping, pre-production, model-making and fabrication support starting from concept design, complemented by an organic fabrication facility available with our Team Member M-7, to the development of 100% design documents for internal or external fabrication, testing and systemization of one-of-a-kind unique equipment and assemblies, virtual fabrication, and quality control for precision machining

  • Systems design documentation and technical data support for individual equipment, reverse engineering for legacy systems, plants and processes from requirements definition to preparation of test & evaluation plans, operations & maintenance plans and development of as-built drawings

  • Software engineering, development, programming and network support for software development and testing, systems integration, network interfacing, remote access and control, network defense, and virtual collaboration

  • Reliability, maintainability and availability (RM&A) support including probability and consequence impact analysis, life cycle cost assessment, and enhancements to optimize RM&A of components and systems

  • System safety engineering support including hazard analysis, designing for safe operations, protective systems, and integration of human factors

  • Configuration management (CM) support for both documents and systems through effective version control, electronic checkout, file sharing and document control procedures

  • Quality Assurance (QA) support including establishment of systems, certifications and validations by DoD and independent organizations

  • Measurement facilities, range, and instrumentation support utilizing precision metrology, and analytical and scientific instruments for characterization, forensics, technology development and other support analyses

  • Program support including the establishment of baseline costs and schedules, resource loading, and performance management and monitoring at appropriate work breakdown structure (WBS) level using earned value (EV) and other systems

Experience in Functional Areas
AST2 has broad experience and expertise to support project areas procured by the Navy, Marines and other customers through the contract.  Highlights of AST2 and our key personnel experience in some of the Functional Areas are provided here.

  • R&D Support
  • Developed dismantlement and decontamination technologies for weapons of mass destruction; technologies implemented by US Army in MD, IN, CO and KY.

  • Conceived, patented and demonstrated technologies to support various DOD missions.  Technologies selected by US Army for Pueblo and Blue Grass Depots.

  • Developed specifications for the design and development of advanced spectroscopic nuclear detectors for DHS.

  • Supported research studies at YSU by development of both equipment and embedded software for engineering and science programs.

  • Team Member M-7 has a 46,000 square foot, state of the art manufacturing and R&D facility.

Engineer, Systems Engineer and Process Engineering Support

  • Developed designs for numerous processes and plants to handle chemical weapons in US, Russian Federation and other areas.

  • Provided systems engineering support to DHS for the detection of nuclear and radiological materials.

  • Developed full scale engineering and process designs for the separation of radioactive isotopes at Savannah River Site (SRS).

  • Developed requirements and designed the Radiological, Nuclear and Chemical Test and Evaluation Center (RNCTEC) at Nevada Test Site to support DOD, DHS and DOE testing needs

Prototyping, Pre-production, Model-Making and Fabrication Support

  • Designed, fabricated a prototype, systemized and demonstrated a novel tribometer for research studies at YSU (PRN 3).

  • Designed and fabricated prototype systems for extraction of aluminum and chromium from radioactive waste materials at SRS and Hanford Reservation using advanced remediation technologies.

  • Fabricated and tested a number of modularized prototype systems for extraction of nuclear isotopes; the systems were successfully tested and used at full scale for two plants at SRS.

  • Developed, fabricated and installed weapons access and thermal treatment technologies; first-of-a-kind technologies utilized at several Army installations in MD, KY, IN and CO.

  • Team Member M-7 is capable of manufacturing parts and assemblies up to 100,000 pounds with accuracies of +/- .0005".

 System Design Documentation and Technical Data Support

  • Developed system design documentation including detailed drawing packages for numerous DOD, FAA, DOE, DHS and other Government facilities.

  • Developed design documentation and other technical data to support Government solicitations for complex systems and facilities, both in CONUS and OCONUS locations

  • Developed 10% designs and documentation for $B state-of-the-art data centers for Maryland Procurement Office (MPO, DoD).

  • Prepared requirements and design documentation for modernizing more than 30 Land Ports of Entry for DHS, and issued the data packages for bid and construction

 Software Engineering, Development, Programming, and Network Support

  • Developed a resilient and secure networking technology called Cumulus to connect computers, information and resources together.

  • Developed decision support tools to support DHS facilities.

  • Developed a web-based dashboard to provide access to multi-task, and multi-year project performance information integrating both cost-reimbursable and fixed price CLINs.

  • Designed and installed network defense and security systems at Annapolis Junction to meet DOD and at SRS to meet DOE’s penetration defense requirements.

 Reliability, Maintainability, and Availability Support

  • Completed RM&A support studies for first-of-a-kind weapons access systems for DOD and alternate energy facilities for DOE.

  • Performed RM&A studies on various elements of nuclear detectors and waste process facilities at SRS to improve production capacities.

  • Conducted numerous RM&A studies of laboratory equipment and systems for energy research at National Energy Technology Laboratory, (NETL and DOE).

 System Safety Engineering Support

  • Performed numerous system and subsystem hazard analyses studies on systems to handle and decontaminate chemical weapons at various stages of design and construction/fabrication to improve safety during all life cycle stages.  Projects funded by US Army for destruction programs US and the Russian Federation.

  • Designed safety into plants and processes to handle weapon systems and lethal materials such as high explosives, chemical weapons and nuclear materials.

  • Completed numerous HazOp reviews to improve safety of hazardous operations, and developed safe operating procedures including the use of appropriate engineering and personal protection systems.

  • Developed safe operating procedures for testing novel detectors with high-curie and lethal materials at NTS.

 Configuration Management Support

  • Developed and implemented configuration management procedures and protocols for complex engineering designs involving multi-disciplinary teams of engineers

  • Established document control procedures on a number of projects to retain version control

  • Developed and implemented a meta-tagging protocol with Cumulus software to institute CM, and to track revision controls during virtual collaboration.

  • Developed design standards integrating CM into document preparation for modernizing and maintaining land, sea and air ports of entry for DHS

 Quality Assurance Support

  • Developed quality systems and protocols to meet stringent quality requirements of defense and aerospace customers, achieved certifications by both Government agencies and independent certification bodies (such as under ISO requirements) for individual projects and business units.

  • Designed and fabricated equipment under various quality requirements including nuclear quality and ASME codes, and successfully completed various internal and external QA inspections at SRS and other locations.

  • Established QA teams at various vendors to provide oversight and to ensure that quality requirements are met at various stages of fabrication and assembly.

  • Provided independent validation and verification (IV&V) services for multi-billion dollar upgrade and modernization programs to meet classified program needs of DoD for Maryland Procurement Office.

Measurement Facilities, Range, and Instrumentation Support

  • Currently working on the development of a multi-sensor precision measurement system integrating laser scanning and other technologies to measure dimensional data during precision manufacturing of defense and aerospace components and systems (funded by Wright Center for Sensor Systems Evaluation, and in negotiations with the Army Research Laboratory).

  • Integrated remote access and control systems into single crystal X-ray diffraction equipment to determine crystallographic data on unique samples, and to allow long-term unattended data gathering and collaborative research.

  • Working with YSU to instrument a scanning electron microscope to allow sample characterization using a variety of sensors through remote secure access and experimentation.

  • Designed and developed highly sophisticated laboratories for a broad range of measurements for US Army, DOE and DHS.

  • Team Member M7 is currently performing a number of metrology projects and is a member of the ASTM E-57 Standards Development Committee – 3 Dimensional Imaging Systems

Program Support

  • Provided program management support to FAA, DHS and other customers integrating both facilities upgrades and operations and management support at hundreds of locations spread across all states and territories.

  • Provided facilities management and program management support integrating major mail processing facilities with extensive automation and mechanized equipment at USPS regions, and managed task orders with annual value exceeding $100M.

  • Developed EV training programs and providing training and provided program support to various Government programs and program managers.

  • Established WBS structures and resource loaded schedules for multi-year projects including EPC projects with values exceeding $500M, and monitored performance using EV metrics
